Wow!... that's sooooooo cool. Now the decision is not difficult.
Lots of troops, but that will take those big flyers out of the game, as well
as those big tanks, unless of course they are in a hangar / cargo bay or
something inside the ship... mmmm lots and lots of potential here...

I will lean to TL6 inside this "compound".
Followed by a tie between TL2 at the woods and TL4 Superheroes in downtown.
