The attitude has always been, the 8" is a rule, but we'd rather have you at the
event with a robot than have you not at the event, with a working bot sitting on
a shelf. No one has ever bothered to measure robots, even though I bring a
ruler.
So while the challenge has always been "Do action X in space Y" and many people
work very hard to get there, every person has a different takeaway out of the
competition. Many of the times, I only aspire to make the thing work, sort of.
