I think thats cause it's Dark Gray...
(Compare the Large Train with Tender thats central on pg:38
to the "B. Small Train Engine" on the top left side of pg:39.)

| (...) The photo on pg 38 is the same as the front page, except with the large 'blue' engine and tender turned around. The grey engine is in the same picture on top of the bridge.
