I don't know. I fear the room for draconian restrictions placed on "ability to
learn" based on who gets to decide. Do you just mean it should be free to all
period or that there should be entrance requirements and expulsion criteria?
I'd hate for the government to decide who is suited to what kinds of education
based on some testing (or worse) scheme.
