Well, you're probably not going for this, but I think that a single
representitive from each house in the neighborhood should gather on their lawn
at 0500 carrying a lit torch and either a can of gasoline or a shotgun. One of
you should ring their doorbell repeatedly to get them up and then invite them
to move elsewhere.
If you don't have enough shotguns to go around, baseball bats work pretty well
too, but you're more likely to have to engage in violence.
A more law-respecting way would be to call the police every time you can hear
their party or detect a violation of the law. And to contact their landlord
with the complaint...each and every time, regardless of the time of night!
But really, if they're guilty of group assault, arent they going to jail now?

| so i am a pretty big fan of living in the city (which is odd since i am an ecologist/conservation biologist).
