so i am a pretty big fan of living in the city (which is odd since i am
an ecologist/conservation biologist).  Anyway, the rental property next
to us recently had a tenent change and is now occupied by a group of
undergraduates who are very loud and constantly partying.  I have heard
them several times making suggestive comments to young women passing by.
  A friend also recently told me that they were verbally insulting
people out their car window as they drove by.  This past Friday, I broke
down and called the police since they were breaking bottles our our
street at 2am.  party broken up- no problem.

The next day, around 9:30 in the evening. my partner and i heard a young
women screaming.  At first we thought it was some kids fooling around
but then we learned that it was real and ran outside.  As we were
leaving our house we saw a group of five guys running back to the house
next to ours saying "we better get out of here" and hop into one of the
cars that is always at the house and pull away.  I got the license plate
number off the car.  apparent what had transpired was that a couple
were walking down the street (on the far side from our houses) when the
group of people in front of the house starting making suggestive
comments to her.  Her boyfriend ask them not to talk to her like that.
THe five thugs said "who is going to make us?" and then proceeded to
chase them down and beat up the young women's boyfriend severely enough
that paramedics had to be called (he is mostly alright though).  They
just returned this morning where i informed the police, who are
investigating, that they are back.

-The neighborhood is largley a family area.  Most people have kids on
the street.  Since these people have moved in the following have happened:
   1. parties at least five nights a week
   2. an drastic increase in the amount of litter
   3. several instances of vandalism
-There is a elementry school at the end of the block.  Every day at
least a hundred school kids walk by this house that is littered with
beer cans, used condoms, drug paraphanalia, etc

Has anyone gone through this before?  What actions can be taken against
such violent and jerky people? What are the neighborhoods rights?

(...) Ouch! This past Friday, the house next door played their music so loud (at 8 p.m.) that we couldn't actually hold a conversation in the house I was staying at. Undergrads moved into that house as well. Well, Ann (who doesn't put up with (...) (22 years ago, 23-Sep-02, to lugnet.off-topic.debate)

Well, you're probably not going for this, but I think that a single representitive from each house in the neighborhood should gather on their lawn at 0500 carrying a lit torch and either a can of gasoline or a shotgun.
