The local employees are wrong. If it's under 2kg you can send it to Europe
at the small packet rate and the MDW does not apply.
Funnily enough this is one problem I've never come across in Vancouver,
although I've had all kinds of other "discussions" with local PO employees,
usually new ones who think they know better than I do :) .
