When you yourself have a merchant account and accept credit cards, it is
againsts the terms of the agreement to pass the cost of the transaction on
to the customer. Like saying product X is $10 if you pay cash, but $12 if
you pay with a credit card.
PayPal probably gets around this because they are not selling you a product,
but are in fact offering you merchant services.
I personally don't think there would be anything wrong with adding on a
"paypal" surcharge, as I don't persoannly have any agreement with
Visa/Mastercard and am not directly accepting the cards.
Having said all that, I still see alot of places adding the surcharge for
using credit cards. Computer shows around ehre are notorious for it.
