I think originally they stated the shipment was too a 'confirmed address' I think, which means that in theory PayPal did the funky confirmation that you get the bill for a credit card, which kinda defeats most easy fraud, or am I mistaken? (21 years ago, 4-Jun-03, to lugnet.market.services)

(...) I am not understanding what you think is wrong here. The buyer was a fraud - he used a stolen card or something right? (...) If that's the case then why would VISA complain about credit card theft and say that's one of the reasons their interest rates are so high? More to the point, what is the 1.75??% fee for then?
