He's making an analogy to auction sniping on places like eBay where people
with nothing better to do with their time hover over auctions which are
about to end, and chuck in a bid which might win the auction, with seconds
to go, so the people who have been bidding all along don't have a chance to
react.
By taking the first person who e-mails when a box is ready to move along to
the next person, people who pay close attention to the messages will get the
boxes far more often than someone who checks messages once a day. I do see
this as a problem. We do want to speed up the turn around time for boxes,
but we don't want to totally leave people out (unless they're totally
irresponsible).
