Yes I have seen some references, but not sure where
But it cant be too hard
We can use track designer to get the basic rail layout and roads
Major buildings on 48 stud plates
Just build it on a grid basis really
So you could say "here you are Huw, heres a 4x2 48stud area on which to
build a goods and repair yard. The rail will enter here and leave there"

Have you asked lego if they are selling the bulk train doors and windows in
the UK?
