Strictly speaking, these aren't standard parts, but they are LEGO.
They are made out of the raw ABS granules which appear to have been glued
together into a ball shape.
Legoland uses this technique a fair bit - over at LLW, they have used it to
simulate ivy growing on walls of houses. I think they may have used blue
granules to simulate coal in the tenders of their steam engines as well (but
I'm not sure on that one).

It kind of is cheating, but at the same time it is LEGO, albeit not the
finished bricks!
