Bram,
I think Jonathan is talking about the element which is 5.5 bricks tall and
used originally as an umbrella stand, then commonly as the horizontal boom
in sailboards, and also appearing in 6516 Moon Walker. If he's talking
about that element, then it doesn't appear in 6036 Skeleton Surprise (that's
8-stud-long Technic rod with peg and end-hilt, a.k.a. a Technic ski pole,
and it's gray, not white), although there is indeed one in white in the 7130
Snowspeeder set (it's just not part of the Snowspeeder model per se; it's
part of the ground model).
Jonathan,
Are you trying to model elements in LDraw blind again without having an
actual element in front of you? If so, then this element is, fortunately,
an area in which you could probably only do minimal damage to LDraw's
reputation -- but equally important as questioning the rod's length is to
question how far along its axis the stop is placed, and how thick that disc
is and what its diameter is.
