It's okay to rate sets you don't have. there are no rules about it.
I don't own a Main Street set or a Statue of Liberty, but I've seen other
people's and looked through the instructions, etc. So, if I feel I know enough
to be "qualified" to comment, and I feel pretty strongly about it, and if I
think my vote will be helpful, I rate it.
Personally, I don't think the couple of comments and ratings at 10026 right now
are particularly helpful. But, as I said, there are no rules about it.
