Classic legends? legendary classics?

So Brad clearly stated that LEGO Legends and the LEGO Classics are distinct
lines. The Classics apparently have all new shelf-ready packaging though
they seem to be a S@H exclusive. The Legends will have packaging resembling
the sculptures. The classics are relatively recent sets whose parts and
molds still exist. The legends sets will be older with rarer parts.
I understand that. But what is the real difference from the consumer's point
of view? How does LEGO benefit from pursuing two distinct packaging and
marketing strategies in selling old sets. Wouldn't it make more sense if
there was only one line of reissued sets?
It seems to me that the differences between the two lines are of interest
only to fans who follow the manufacturing process. For me there is no
difference why the Guarded Inn and the Pirate Ships should occupy separate
lines. Aren't they both classic and legendary in their own ways even if
there were other sets we would prefer to be reissued?
Does anybody have an explanation to this?

| (...) I may have misunderstood what's going on with the Classic sets but I thought that they would NOT be S@H exclusives - as evidenced by the fact that they first appeared on a German retailer's website. I don't remember if there were ever any (...) (23 years ago, 8-Jun-01, to lugnet.general)
