I think Classics will end up in limited retail in some countries, S@H only in US,
but Brad can comment more.

Note the Classics use full-color boxes - much more expensive, which means they'll
be producing a LOT more of those sets in order to amortize the box costs. B&W
boxes are quicker/easier/cheaper to make, for the more limited Legends (I'm
assuming they're going to be a LOT more limited, since you don't mold a TRU's
worth of sets for S@H, they wouldn't have the storage space).
