I understand that. But what is the real difference from the consumer's point
of view? How does LEGO benefit from pursuing two distinct packaging and
marketing strategies in selling old sets. Wouldn't it make more sense if
there was only one line of reissued sets?

I agree - one line would appear to make more sense - but haven't we all just
about given up trying to apply our consumers' perception of logic and sense
to the actions of TLC? Maybe it's some kind of "more is better" approach.

Note the Classics use full-color boxes - much more expensive, which means they'll
be producing a LOT more of those sets in order to amortize the box costs.  B&W
boxes are quicker/easier/cheaper to make, for the more limited Legends (I'm
assuming they're going to be a LOT more limited, since you don't mold a TRU's
worth of sets for S@H, they wouldn't have the storage space).
