The scale itself is not fixed, per se. It's really very arbitrary.
I suppose the Micromachines example was valid; the MM Star Wars Imperial Death
Star is the same length as the MM Aliens APC. One's big enough to carry the
Emperor's New Order across the galaxy, the other wasn't substantial enough to
survive a sideswipe from a crashing dropship. Same length.
