After looking at it, I think it's a brown kepi turned backwards. Look at
the shape compared to Doc's kepi (also backwards in one picture).
Brown kepis are also available in the Dino Island sets, so we know they
exist...

Hmm, for me at least it'd be cheaper to buy the RR figure set than to have
these shipped fromt he UK. However, I think I'll call US S@H and the various
LICs to see if they plan to get them in...
