I think it is too effective.
I want cannon fire to be about ship-to-ship combat and not
slaughtering the crew while leaving the ship intact. From what I saw, GS is
easily the most effective way to take a ship.

But thats braodly historically accurate. For most countries
fleets/ships/captains the whole point of shooting at an opposing ship was to
disable it, board it and force the crew (or what was left of them) to surrender.
For example, for the English, this meant you could take the ship in tow, and
return it to home for a big fat prize money reward. (and youd get prisoners of
war too... ransom!) Plus you get to auction off whatever cargo/gold/stores it
was carrying. The navy could then repair the ship and return it to sea, much
easier/cheaper than laying down a new keel and building from scratch! Everyone
on the ship dreamt of prize money which was shared out among all those on
board (proportionatly of course, a sailor wouldnt get nearly as much as a
Captain!) For a good prize the money may be more than a years salary, certainly
enough to be worth the tricky business of towing a dismasted ship. See
