Hmm, this may be not quite What you are after... I designed a strategy game
many years ago intending to make a paper/cardboard game w/ counters.
Eventually, I gave up and then realized that Lego pieces would make the
ultimate boards/pieces for it... and it even travels well :)

It is called "Empire," and is basically a game of territory annexation. It has
simple rules and simple counters and can be played as many people as can
reasonably fit on a board...

The only non-lego element required is a 6-sided die.

I'll whip up a web page that describes the rules of the game and such...
