So I dunno. Let us seek consensus. I do not think it is my place to decide this
in a vacuum. If there definitely is a precendent I would prefer to stick to it,
whichever way it went.

My thinking is that the contest is for 'fest attendees, the contest is being
held at Brickfest to entertain people attending the event. It only seems fair
that entries are limited to attendees.

There are other contest from time to time on the internet and such for everyone
to be a part of, but this contest is designed for Brickfest and those attending.
One of the fun parts of the fest is the end of the event when prizes are awarded
and everyone gets to share in the winners acceptance of their awards.
