Oh, I think you may be misinterpreting. The quote says
"LEGO publicized the fact that these sets are intended for younger,
less-experienced builders in their catalogs in Europe, but not in the U.S.
The lack of explanation has turned off a number of long-time collectors to
these sets, along with their reduced piece counts (yet average or high
price per piece ratio) and simplified designs."
They're saying that the sets in Europe were labeled as "for younger
builders", but that in the US, they didn't bother saying that. It's not that
the designs were particularly dumbed-down for Europeans, just that they told
the Europeans that the sets are dumber, and didn't mention that to us over
here.
