I believe it is because many of the "non-standard" colors are often used as
accent/detail pieces in sets, or for decorative purposes.  As such, you end up
with them in the smaller sizes and in oddball parts.

It is rare for a set to be made up entirely of a non-standard color.  The Statue
of Liberty / Sand Green being the main exception.

It's really frustrating to have a mere handful of parts in some color (for instance, I think I have exactly two purple 1x2 bricks from some Harry Potter set and no other purple (leaving aside some minifig torsos)), so (...) Hi all, I was just sorting my bucket of 2x4 bricks. I put them in 4x4 stacks by color, then break those stacks into 20 brick units. Anyway, I'm obsessive enough to count them, and this is what I got: Light gray: 418 Black: 338 Red: 176 Dark gray: (...) (19 years ago, 25-May-05, to lugnet.color)
