Note that this doesn't stop someone submitting an update of a part that already
exists (in the official library). I actually think that's good - major reworks
of existing parts *should* be allowed IMO. But it does mean the contest
coordinator will have to check exactly what has been changed in such parts - we
don't want people submitting minor updates to the parts tracker just to get in
the contest.
