I believe this group should be responsible for forming the charter
organization for LDraw, and then step down.

Agreed.

Administrating the website,
Parts Tracker and server are all separate technical functions, and do
not fall under the charter of this committee.

Yep.

For instance, only three
of these five were involved in the discussion to move the site to the new
server.

Right. So are you trying to say something like; the individuals involved
with the specific tasks are responsible/have the authority to make decisions
regarding each technical task? That makes sense to me for the most part.

I will support this proposal with this one objection.

Great! I'm about 99% comfortable with the objection, and understand your
reasons for it. I'm going to think on it a little and see if I have any
additional thoughts here. Since we mostly agree, there shouldn't be any
serious concerns.

I agree that there is a natural separation between individual technical
tasks and chartering an organization. I'm fine with how the technical tasks
are being handled right now.

Thanks for your participation in this discussion, it added a valuable
perspective to the proposal. :-)

PS - I've got a couple nits on 0.7 as it stands, I'll clean it up and repost
it as 0.99 if others are OK with that. I can post what the nits are before
reposting the whole doc, but I won't get to that right away - maybe later
tonight, maybe tomorrow.
