There was a change to this report. There is a fourth requirement for
certification, and it slipped my mind when I was developing the page.
The additional requirement is that at least one of the 'yes' votes must be
posted by an admin-user. Right now, I'm the only admin-user (I hope to
change that, real soon now). This requirement exists primarily so that we
can be sure the part number, name, and orientation have been very carefully
checked before the part is released.
Right now, the sorting is a little sloppy. But all certified parts are
still listed first.
