All CAD authors read this group, so each one will probably post a
message saying that their program is better, so there's no simple answer
for the first question. Now for the second question: LeoCAD and all
LDraw derived programs have the exact same parts available and can share
model files.
I'd suggest you to visit each program's homepage and choose the one
you prefer. If you have time and bandwidth then download all of them,
install and play for a while. Start with LeoCAD at http://www.leocad.org
