I recall a long thread about this back on LCAD. I thought we agreed then that
stickers should be treated as separate "parts", since they can in theory be
stuck anywhere. It kind of got held up because sticker "parts" have only a very
small thickness, and LDraw could not cope with parallel surfaces within
fractions of an LDraw unit. I think LDLite is better in this respect, so
perhaps now we can proceed with sticker parts? We even devised a numbering
schema, I think, based on the TLG reference number printed on the sticker
sheet.
