Making posts like this is a good idea. More communication. :)

Definitely don't just update somebody's part without saying something. Emails
only take a moment to send.

3-4 months is a long time to wait for a reply to an email. How about two
messages sent with no replies, after a week or two? I'd prefer to keep it on
the honor system, but it would be nice (for this and other purposes) to have
"Email the author" links on the Parts Tracker.

That's true. But how long should something remain fallen behind one's stove
before somebody else is allowed to pick it up?

Not so much a new process, but maybe clearer guidelines. Or at least, attention
brought to those parts that are languishing.
Another action that has been mentioned before, and should maybe be given more
attention: when you submit your part, it's a good idea to write a comment
indicating your attitude toward other people updating it. This is especially
important in the extreme cases. One extreme is when you don't intend to do any
further development on a part, and other people should feel free to jump in.
The other extreme is when you don't want anyone else to touch the file, no
matter what.
