How about Minifig Tool Pushbroom?  There is at least one other broom part
out there, so we might as well be specific now.

2. Do the default placement and the orientation of the part fit the convention used for minifig tools? (Actually I placed broom
upright. Alternative orientation could be the 'sweeping position' i.e. by turning 155 degrees around X axis, as a clever minifig
would use it to clean the floor.)

I think the vertical positioning is best, to make it easy to place the
broom into a minifig hand.  But I would rotate the broom 180 degrees around
X, and lower it so the top of the part is at Y=0.
