Right, L3P is a DOS program. You must run it by typing L 3 P Enter in a DOS window.
You can NOT run it by double-clicking on it in the Explorer.

Use a WIN32 (beta) to overcome memory problems:

You can rename L3P32.exe to L3P.exe if you like.
