Hi Mike! When you input orientation/location info using the dialog box (accessed via the icon on the edit toolbar), the text boxes accept decimal data, but when you hit "Okay" the data is rounded back into integers. I'm not quite done with this (it's missing the "ridge"), but I wanted to post what I had. If you want, you may consider this to be a "mock-up" or a "needs work" part. ;-) This is the tiny feather/plume from the three-piece feather/plume sprue (...)
