It's probably more a matter of taste and expediency.

For example, I've changed the heads on all of my bearded warrant
officers for smileys, to turn them into privates. Oh, I had to add
shakos as well :-)

Typical British understatement on how remarkable that is. ;)
I still have to find something reasonably precious to return
the favour of shakos from CheshireFest!  Not to worry, sooner
or later I will come up with *something*.

But yeah, I do the same sort of thing.  I don't much care for
lookalike red-bearded warrant officers or anyone with a patch.
Anyone with a patch gets a peg leg and a set of cooking pots,
and I'll give you fourteen guesses as to what *their* job on
board is.  Free hint:  It's not "fire control" or "rangefinder."

But, speaking entirely hypothetically, if I had a bunch of soldier
torsos but no appropriate heads, and I wanted to sell them as complete
minifigs, and I didn't know much about LEGO, I'd stick any old head on.

I don't know, even so, an Ice Planet Babe head would just be
a little too weird.  All the same, read on...

It's not just a question of what builders do, but what players do as
well. If someone has a storyline involving a young lady who runs away to
sea in the Marines, they're gonna want a girlie soldier.

With a microphone?  Maybe Britney Spears is taking fashion
cues from Adam Ant.  She could probably sell a remake of
   "Strip" to the twenty/thirty/forty/fifty/sixtysomethings
   with very little effort.

Actually, this is a cool idea. What other combinations are there? We
haven't had a good jamming session since Doolittle hit the scene :-)

Honestly, the SW heads have been *great* for Pirates.  If
you want a dour and businesslike head, go for Qui-Gon as
your captain (as I did).  My current project is to get my
enamel paints and fineline brushes out and paint up a brown
minifig head to make my Pirate Game captain, whom I envision
as a trader from Songhai turned swashbuckling Renaissance man
   and seaborne rabblerouser.

Luke does well for the occasional Soldier, but the reddish
beards are great for Redcoats if you want to approximate the
Highlanders.  I have a strange urge to give *one guy* the
big Alpha Team "way too happy" smiley, however, suitably
modified to omit the tech bits.  I mean, what was colonial
   service without drug abuse...?

   best

(...) No, but it might be the other kind of fire control, of course buckets are more suitable to that than cooking pots, but we don't have a decent minifig bucket... (23 years ago, 28-Mar-01, to lugnet.build.minifigs, lugnet.pirates)
