I use a lot of pirate hooks and straw tubing on my train models as this example:

I was thinking of doing something similar, but with dark gray tubing, for
the Cleveland class cruiser I have on the back burner.  A second row of
railing could be easily added by using short sections of tubing (with hooks
on each end) connecting each upright.

I'm eager to hear anyone's suggestions or further ideas; I

or sell ultra-cheaply, the dark grey tiles, straws, or headlight
bits this uses, let me know!):

It works out to the right height, and even though the posts are
a bit chunky, it looks pretty good--it takes the kinks out of the
rails I used last year, fortunately, and I think it will be a lot
more stable if I stagger the straw lengths across the long (~300
  stud) deck lengths.

  all best
