You should try a differential gear housing or tires with round holes.

You have the correct idea to connect the front section and back section with
a long axle.  Each end of the axle should fit into a cross hole so that the
sections turn together.  The midsection should not connect to the axle with
any cross hole; instead it should freely turn about the axle with only round
holes.

So, you find a differential gear housing, slip it onto the axle, attach the
front section to one end of the axle, and attach the rear section to the
opposite end of the axle.  The differential housing has round holes, not
cross holes, for an axle.  The differential housing should spin
independently about the axle between the sections.

Next, you can build the midsection onto the differential housing.  It offers
a small internal "stud" and parallel edges around which beams could fit tightly.

You can mount the motor to the front or rear sections.  It can drive a gear
to mesh to the gear teeth on either end of the differential housing.

Alternatively, you could use some non-Technic tires.  The hubs must have
round holes instead of cross holes.  You could build the midsection onto a
bunch of tires by tightly attaching beams around the rubber so that the
friction holds things together.  The drive train could pinch 2 tires
together at the interface.

If you apply power to the motor and hold the midsection, then the front
section and rear section should turn together about the axle.  If you hold
either the front section or the rear section, then the opposite section
should remain still while the midsection turns about the axle.

I've toyed (is that a real word?) with the idea of putting a motor in
the back section and running a rod through the center but I can only
come up with a way to get the midsection to rotate relative to the
back section which would leave the front to rotate any particular way
it wanted to.
