(the store I bought mine from) currently has 7613 of them in stock, and there
aren't any sets that come with more than two of them (best value is the SW mini
MF).

They're fairly good value for filling up a cupful, if you have a use for
them.

Better than some I've seen.  One of the guys in MichLUG has a cup about
half-full of 1x2 Police tiles because they were the only pieces he could fill
the tiny gaps with.  And heck, if you can get huge cups full of trans-blue 1x2
tiles, I'm sure finding a use for them wouldn't be too hard.

Maybe another layer, although I'm working to a flat base here so I wanted to
minimise the height.

I meant more along the lines of replacing the opaque plate layer with a
transparent one.  You've got trans-dark blue, trans-green, trans-neon blue,
trans-light blue, and trans-neon green in the cool range.  You've got trans-red,
trans-neon orange, trans-orange (originally limited to Clikits, but coming soon
in the new Alpha Team sets, though I'm not sure if they made any plates), and
trans-yellow in the warm range.  Trans-black and clear are the only neutrals
right now, and I'm not sure if trans-pink or trans-purple have been made into
plates.  If they ever make the transition from BIONICLE-exclusive colors,
there's also trans-neon red and trans-neon yellow.  I think that pretty much
covers the entire run of transparent colors.  The biggest problem will be
getting any of these in significant quantity, unless they show up at
Pick-a-Brick.  Transparent plates are mostly limited to 1x1, and that'll take a
lot of them.  Maybe mixing the trans and opaque plates would work?  It might
also give the illusion of varied depth.

Okay, maybe not that deep.  I was going for a Mediterranean coastal look
here, anyway.

Very few locations would have a huge drop-off that close to shore anyways, so
that's probably as accurate as you're likely to get.

I didn't have much time to experiment when putting this together, but I'll
try a few more variations in future.

I'd think that trying to limit the variation of the floor surface a bit, and
adding in contrasting colors to represent aquatic flora might work pretty well
for a coastal region like that.  It'd be neat to see Pirate builders do stuff
like this to represent sand-bars and the drop-offs instead of using the
quick-and-dirty blue baseplate method, but again you get into the problem that
the water will end up higher than the land (unless you vary the table height),
and the tiles will likely get scuffed by pushing pirate ships across them.

I did try raising some 1-wide strips to make the surface less even.  I'm not
sure it was very effective though.  I think these might be done better by
layering transparent plates as you suggested, and maybe leaving some studs on
the surface.

Yeah, that might work pretty well.  Studs are all curved edges and they're
spaced apart a bit, so they won't look quite so blockish.  They're also a little
bit lower than the tile surface, so if you surround a raised tile with plates,
it'll read as a more gradual swell.

Finally!  It's a minifig version, so it's not entirely to scale.  It does
have the yellow barrels, pack of cards and a radio to smash up though.

It's been ages since I watched any of the Jaws movies (mostly I used to catch
the second half of the original when I was a kid).  I was looking at it and I
suddenly realized there were three guys on board (I'd noticed the shark right
away, and then kind of ignored it as I peered at the water.  Then I spotted the
harpooners nest on the bow, and I remember that getting ripped off the boat.
The float barrels on the bow pretty much clinched it at that point.

BTW, I think it might look cool if you used dark-grey plates to draw the outline
of a huge shark (at least 50% larger) under the tiles, and replace one tile with
a 1x2 45 degree slope as the fin.

Damn, I typed a big reply and then my browser crashed. (...) Those police tiles get everywhere. Windsor did have the little gems in trans yellow, red, green and purple. They fill up the gaps nicely, and you can mount them along technic beams for (...) (20 years ago, 23-Mar-04, to lugnet.technic.bionicle, lugnet.space, lugnet.build, FTX)
