Getting into SNOT construction would almost certainly increase the minimum size
required to allow funky interior constructions, so 4x16x30 is probably the
minimum size for a vertically built, 100% smooth-surfaced version.  Of course,
if you're going for a 100% smooth surface, who says you have to build it
vertically?  I just thought of a way to build a 100% smooth-surfaced horizontal
1-2/3x8x18 version, which would be almost exactly the same size as a 2x8x15
upright.  Unfortunately, I don't have the 36 black 1x8 tiles required to pull
it off.  It also might be a tiny bit fragile.

Actually, using SNOT you can create a perfectly smooth 1x4x9 stud monolith that
is quite strong (won't fall apart if you drop it).  Here are the parts I used:

one    1x1 Technic Beam
six    1x1 Headlight bricks
two    1x1 Bricks
one    1x3 Brick
one    1x6 Brick
three  1x1 Plates
two    1x3 Plates
two    1x6 Plates
two    1x1 Tiles
two    1x8 Tiles

See if you can figure it out!
