Well, the piece limit is just a guide line, but 60/400 is a fairly significant percentage over the limit. My first recommendation is to simply enter it in the general category, category VII. Well, this doesn't answer your question, but I have a comment to add. I build all my MOC's IRL and with lots of little parts, so there is no way I am going to sit down and count all the parts.
