This reads like you think Todd owes you an answer. That may or may not be the
impression you meant to leave, but it's the one I got. It almost certainly isn't
the right impression to leave, but I can't really say.

To date, Todd hasn't sought a lot of development assistance, as far as I can
tell. Some would argue that might be a good thing in some cases. Sometimes a
cathedral is actually the right thing to build.
