You should choose the groups you think pertain most to the post. If you
think all new-yorkers may have useful information, then maybe
lugnet.loc.us.ny.ny & lugnet.loc.us.ny.ny.man. I think any wider would
probably be viewed by most as "undesirable" (certainly by me - but I
wouldn't have seen it anyway).
Note that in this case, as you pointed out, it's likely that some people who
only read .loc.us.ny using the web interface would have read the post, and
may have responded with information. This is just the luck of the draw,
though. You shouldn't rely on this feature - when I cross-post, I assume
everyone's using a news-reader.

In the end, it's up to everyone to decide - if the people reading the post
think it's in the wrong area, hopefully they'll send follow-ups somewhere
else, and let you know why. Start making too many rules, and people just
won't bother posting.

| (...) I have little experience with news group and common Internet rules and I've been reading LUGNET only using the web interface [1]. Maybe someone with more knowledge will disagree, but at least to me the whole group hierarchy carries also an (...) (24 years ago, 26-Mar-01, to lugnet.admin.nntp)
