That's an excellent question. To some extent, yes, that framework does exist,
and that is part of the role of the lugnet.admin.general newsgroup. Perhaps
a more focused group (i.e., lugnet.admin.news) would better serve discussions
about newsgroup charter issues.
I haven't kept track over the past 18 months of which groups have had tweaks
to their charters, but most of the tweaks were proposed here in .admin.general.
Charters should always be open to discussion, IMHO, to the extent that
proposed changes serve to clarify the existing charter or founding principle
of the group in positive ways, rather than to go against site principles.
Allowing auction spam outside of .market.auction, for example, goes against
site principles, so that part is not up for discussion. However, if some
system of logical sub-groups could be devised in which auction spam could
live both in .market.auction and in these special subgroups, that would not
go against site principles. This is no small challenge, however.
