The smaller plate from #4561 is just put on the larger plate and has no contact with the motor bogie. Unfortunately, the front lights can't work that (...) Not that it has to have track in the set with it, etc. Not every set that Lego has produced has had power pack, etc., in it. Just that it does run (...)
