I've found using the dark grey 1.5 size connector fits nicely over the microscouts "eye" very nicely. Using sellotape to fatten the ends of the fibre optic cable, it fits snuggly inside. The motors included with the RIS have flywheels, that might help a bit (but you might need to gear it up some?). You could also put some of the "bicycle" wheels on the shaft with the beam to add some inertia. It is funny how something as light as a (...) (25 years ago, 12-Jan-00, to lugnet.robotics)
