Decals that have had nothing sprayed on them should come off fine if you
soak them long enough. They adhere with a water based adhesive.
Solvaset basically softens the plastic enough to get it to conform to
irregular surfaces, so you SHOULD still be able to remove the decals by
soaking
Once you spray something like dull-cote on them though, all bets are
off. You may well have bonded the edge of the decal to the model.
dull-cote is basically clear paint.

| So, I have been thinking about using some Conrail decals, and I understand that you soak them in water, float them off their backing, and float them onto the train. The big question is, are they easy to get off? Can you just soak the decal off after (...) (25 years ago, 2-Feb-00, to lugnet.trains)
