Slightly off-topic but I was sitting by the river in Cologne last week watching
trains come into the Hauptbahnhopf and saw some of the more famous European
passenger trains arriving: some ICE's (not sure which numbers) and the Thalys (I
think this is a special livery TGV?).

Not exactly, the design is quite different from TGV and "Duplex TGV".

TGV exists in various liveries - here a link that help you to clearly
understand.

Focus on :

"Sud-Est" (older one) with his orange color :
<http://www.railfaneurope.net/pix/fr/electric/emu/TGV/Sud-Est_classic/pix.html>
ran noticeably between Paris and Lyon.

"Réseau" with his common blue and grey livery

"Poste" , the yellow postal TGV
:<http://www.railfaneurope.net/pix/fr/electric/emu/TGV/Poste/pix.html>

"Duplex", the double deck one :
<http://www.railfaneurope.net/pix/fr/electric/emu/TGV/Duplex/Paris/pix.html> has
clearly a different design than the previous ones.

These runs mainly in France

"Thalys" <http://www.railfaneurope.net/pix/fr/electric/emu/TGV/Thalys/pix.html>
runs between Paris-Brussel-Amsterdam (PBA) and Cologne (Koeln) (PBKA). It has an
engine design quite the same of "duplex".

"Eurostar" is the Paris-London "TGV"
<http://www.railfaneurope.net/pix/gb/electric/Eurostar/3000/pix.html> but has
significant difference in the design, only technologies are quite the same.

A model of a Thalys or an SNCF liveried TGV would be great to see and also quite
striking. The problem is, I guess, that to make it decent you need to release a
whole train rather than just an engine.

for sure, and even a 5 cars and 2 engines train is a bit short but very nice as
you can see here in the Xavier Viallefont FreeLUG gallery :

<http://gallery.freelug.org/album40>

be sure to check the movie ("film").

I'm currently building 5 more cars and 2 more engines to let them runs together
during our next meeting in Lyon (21 of may).

(...) Thanks to everyone who has answered. I think that these Paul Arzens trains are the closest thing to the real answer to my question. They do seem quite a distinctly European (as opposed to a single country) design and I have noted similar (...) (19 years ago, 4-May-05, to lugnet.trains)
