The tabs can be used to add on to the length of the train motor body by placing one edge of a 4-wide plate on them. The tab clips under the side edge of the plate. LEGO used this in some of their train designs. See the following example instructions from the 4559 set.(Not a great example but the first one I found a link for.)

As for gluing the tab back on, I have never tried it so I don’t know how feasible it is. Many train designs do not use them.

Thats interesting, I never realised they were for that (not having ever bought a 9V set). I always thought they just got in the way!

They’re almost essential for some methods of articulating bogies. Add a 4L technic beam to the motor, sitting on the clips. Use plates to fix it onto the motor’s studs. Add a double axle joiner: http://www.bricklink.com/catalogItemPic.asp?P=32184 held in with two axle pegs, with the round hole vertical. Then add a steering arm: http://www.bricklink.com/catalogItemPic.asp?P=32069 with a 3L axle with stud through the round holes in both parts, with the axle joiner between the forks of the steering arm. Then add a 1x2 brick with 2 holes to the steering arm and mount a pair of train wheels on it and hey presto a 6-wheel bogie!
