It's copyrighted and so you can only copy it with LEGO's permission,
legally.
As a matter of practicality, there's a pretty good chance they
wouldn't mind too much if one person copied a sticker sheet for a
friend and the only money changing hands was to pay for the materials.
But to print a bunch of copies and sell them is probably going to
annoy them and you'll get a quick cease & desist order as soon as they
discover it.
Have you tried asking LEGO for permission? Or asking them if they
can give or sell replacement stickers for old sets? Or seeing if
someone who still has the original stickers is willing to sell them?
(I have a lot of old sticker sheets because I never applied them, even
as a kid, but I also never threw them away. But I never had train
sets as a kid, so don't ask...)
