There were at least two styles of the red wheels, depending on the
applications - loco wheels (with the outline of a loco on the back) which
were shaped to hold the traction tyre, and wagon wheels (with the outline of
a van/4 wheel boxcar on the back).
Loco wheels definitely existed in black (not sure if they had the outline on
the back or not).
The difference between loco & wagon styles maybe the slight difference you
see on the Thatcher Perkins compared to your red wheels.

Yes, but not commonly, and not a particularly modern design (though 'modern'
is probably not an appropriate word in the context of steam engines).
