How will the line expand?

There have been a couple of rumors of new Bionicle sets for next Christmas
or Spring and I have been wondering how the Bionicle story might expand to
contain new characters. If the new sets are more Rahi its easy, as Rahi are
just wild animals that have been enslaved by Makuta, right? Its simple to
say there are more wild animals out there than have been previously mentioned.
But how would LEGO introduce new Toa, Turaga or Tohung without introducing
new villages and altering the map of Mata Nui? Where would the Toa come from
and what natural aspects would they represent? Or would LEGO have to
introduce a whole new level/type of good guy? And isn't LEGO somewhat
obligated to bring out both more "good guy" and "bad guy" sets in order to
keep the line balanced?
Does anyone have any ideas for how LEGO could expand the line beyond
introducing more bad guys?

| Uuuh, maybe a giant meteor will crash into Mata Nui, destroying half of it and reforming it with larger Toa sets, one of which will include a free ticket to Legoland. -gyug, who is thinking a golden C-3P0 bionicle mask would be cool. | (...) Expanding the Bionicle line should not be so difficult. Only one Tohunga in every village seems to me rather strange. Alright Po-Koro has two (Huki en Hafu) but that is not much either.
