i think that it is actually cheaper for lego to make the machines that put
the parts in the bag err on the side of extra than be 100% accurate and make
an occaisional error of too few parts.

All the pieces on the table is from the newly bought set. There are 5
Techinc Pin 3/4 (partnr 32002) but the instruction says it should be only • 4.
There ar 3 Technic Bush (partnr 3713) and 3 Technic Bush 1/2 Smooth • (partnr
4265C) and there should be only 2 of each. And there are 3 Technic Gear 8
Tooth and at the instruction photo there are only 2.
The rest is in correct numbers.
What is the correct number of pieces in this set?

It is not unusual for LEGO to include extra numbers of small parts,
including bushes, pins and 8 tooth gears (also 1x1 round plates etc in
non-technic sets).

I assume this is because the machines are less accurate counting the • smaller
parts, and they'd rather include 1 extra than have lots of people calling
them up with pieces missing. But I could be wrong.
